Syllabus
Organizational transformation is critical to the effective application of Information and Communication Technology (ICT) in business and in government in particular. There is growing consensus that most reported failures in ICT related-projects are due to the relatively poor attention given to organizational transformation issues - especially in terms of people and processes. This module discusses organizational transformation in the context of electronic governance. It starts by explaining change management in large organizations such as government agencies, new public management, strategic and performance management, business process reengineering, and the role of good practice program management when implementing IT strategy. Finally, the importance of ICT governance is explained as an enabler of organizational change.
Specifically, it teaches:
- basic concepts of organizational transformation and why it is imperative for e-Governance
- good practice approaches, tools, and techniques widely used for transformation such as Balanced Scorecard, program management, benefits management, business process reengineering
- the role of ICT as an enabler for strutural and process changes in government and public services organizations.
